how are the resistance and reactance of transmission line acsr conductors are calculated?

Depends on your application of the ACSR conductor. Short lines say less than 60km you can use the simple PI model that lumps the resistance and reactance. For even shorter lines less than 10km you can disregard the capacitive component. For longer lines you would need to use the distributed parameter model.
