Designing for Reliability

I am translating one document titled "DFR Process Application Guide". There are two phrases i have difficuluty understanding:

1. subsystem baseline prioritization

2. RAM Allocations

PLs can some one help me on this?

1, It possibly means "setting a reference level for reliabiliy of the subsystems, anddeciding which is the most important in terms of reliability."
The actual phrase used is almost meaningless jargon.

2. Without some context the acronym RAM could mean almost anything, in fact it could mean..
Random Acromyn Meaning, and in view of #1, it probably does.
