To avoid reduction of metal oxides and hydrogen embrittlement of the reactor, the pressure should never exceed metallurgical constraints.

what is the definition of metallurgical constraints here?

a metallurgical contraint is the maximum that metal will resist, with a safety factor, for whatever application, be it hydrogen tolerance, tensile strength, melting etc.

For example, you have to hang a weight with chain within its metallurgical constraint.

The chain is rated for 2000 pounds with a safety factor of 2. That means it will break at 4000 pounds = the metallurgical constraint, and is safe for use at 2000 pounds = the workable metallurgical restraint we use so the chain is guaranteed to be safe for workers etc.

Similarly, there will be restraints for hydrogen embrittlement, the max hydrogen that can be tolerated in the working environment in case the hydrogen penetrates the metal matrix, making it brittle and reducing one of its metallurgical constraints.
