If you are talking about which TV technology is more weather resistant if placed outdoors, then both and neither. It is not the technology that matters but the weatherproof and IP (ingress protection) rating of the TV and/or the cover/shroud/enclosure/etc protecting the TV. Standard TVs cannot be safely used outside when subjected to weather (rain, sleet, snow, very high humidity, etc) or any moisture in significant amounts in fact. They are not designed for this and can potentially case an electrocution hazard to the user as well as electrical damage to the TV.
If you want to use a TV outdoors then you will need either a specially designed and sealed outdoor or weather-resistant TV, or a standard TV housed within a suitably rated outdoor shroud or enclosure.
