I have a friend occupying a certain floor near our building and they are using an SPU system air conditioning. Is this different from our AHU which is a centralized chilled water system. Is this more efficient?
Typically your AHU would be the more efficient than an air cooled SPU, and probably even a water cooled unit, but there are too many variables to offer a specific answer to a general question.
For instance you give no hint as to how the water for your AHU is chilled. In general the larger the chiller the more efficient, and many use variations of the absorptive process rather than motor driven compressors. In any case, this part would almost certainly be more efficient than its counterpart in the SPU, but then you have to add in the losses by pumping the chilled water through a pipe network, and the heat that enters the water through the pipe insulation all along its length ... so no easy answer beyond my first sentence.

Why stop guessing now ... and I worked in the HVAC industry for a time, and still had to guess on SPU (Single Package Unit?).
AHU (Air Handling Unit) was a kind of giveaway when the OP tied it to the circulating chilled water.
But you are right of course ... industry and/or country related acronyms have no more place here than vague questions with no specifics. Thankfully, we don't get very many of those!

One of the more ludicrous acronyms I have seen was by the Itsy Bitsy Machines people who came up with AMD which stood for Air Movement Device. Put simply they replace the three letter word fan with the three letter acronym AMD.
Many years back I was working on a computer system that controlled a skyscraper. The building manager was somewhat naïve and thought the name ALFRED was just a pet name we had given the system. He went about his work calling the system Alfred blissfully ignorant that the name was the acronym for ALarge F…..ing Ridiculous Electronic Device. He even had a plaque made up to put on the computer room door. He was a really nice guy and nobody had the heart to tell him what it meant so the machine was still being called Alfred when it was handed over after commissioning.
