I really doubt it. Doing things "right" (right as defined by the NFPA) is usually not nearly as easy as doing them,.... well, easy.
We've issued safety equipment, including FR uniforms. We're overhauling our LOTO program. We've updated equipment and circuit breaker labeling. I think the company will be better off in the long run. However, they've over generalized 70E and as a consequence we are required to be excessively safe. This can be a real hassle.
The entire thing will boil down to enforcement. I won't comment on our plant, but I know a lot of outfits are 70E compliant only surface deep. If someone gets hurt, and if they got hurt, they were most likely in violation of policy, then the company is protected from punitive damages. If I got hurt tomorrow; I would receive workers comp, I would quite possibly lose my job (depending on circumstances), and I would be unable to sue.
