Anything you want it to be. Cast steel gets used a lot, but not for stopping bicycles or perambulators.

What you are trying to stop would be a bit of help to the rest of us.

Unfortunately, your description is still vague, barely to the point and yes, it is very important what you're trying to stop. You're not referring a caster wheel, are you?
