What is Tack Plate?

For elastomer backed bearings on concrete no tack plate is required.

Is it for assembly purpose?

I'm not sure of the answer, but thinking aloud, so to speak or write:

In some bearings, particularly bridge bearings, the ends are required to rotate as the bridge deflects, so they bond an elastomeric pad to the underside of the steel plate holding the teflon pad. If this is going on steel, they have to bond another plate under the elastomeric, so it can be tack welded the structure. You wouldn't need this plate if on concrete but I don't know how they would fix it to concrete, I would assume a steel base assembly bolted to the concrete, so that may upset my guess. Sorry
