Career - Software Engineer Resume Prep

I got a mail from wiprotechnologies regarding require software engineer on asp.net/sql server with 2yrs experience.

I have one&half yr experience in dotnet but does n't have that much of effective projects. How can I prepare effective resume & exposure?

When I pretended on chief designer in local building company, this company required a 8 years experience, but I had 5 only. In my resume I wrote, that I completed many big projects in our city (with examples and contact phone numbers of my ex-conractors). In chapter "Disadvantages" I wrote, that I have not a 8 years experience, as they require. I haven't received this job, but I received other job in this company and 6 month letter I was a chief designer in this company.
