Rectangular Flange Design

I need to design a rectangular blind flange for a vessel. The process under vacuum -120mbar and 600degC with medium oil vapor. This process absent of oxygen. Current flange 24mm ss400 plate 12mm+12mm weld joint full face. Not even surface on male and female cause the leakage. Gasket doesn't help cause flange to flange not in 100% kiss. Size 2000mm x 1000mm, width flange 65mm. So what kind of flange core surface, bolt size, material and gasket suitable for this condition?

Cant you just weld it to stop the leak? Or use liquid gasket silicon type it would prevent leak for sure?

I've tried that method using silicone glue as sealant but it won't take that temperature. Besides this , silicone not a petrochemical resistant material. FYI , I cant weld cause its a top cover for the vessel, which need to open for PM.
