My hands have been idle for awhile due to layoff, and you helped me tremendously and I genuinely thank you! Now, if you need me, I'll be in the garage with MY version of a crackpipe..... my welder, tools and all my AUTOCAD programs to "reverse engineer" a couple of parade and Ad vehicles to market the "mad scientist" in me! I have the notion that if I keep it up, someone might just pay me to do this(or at least that is what I tell my Wife!).

If you google 'electric homemade scooter' you get some hits. But...

Something I know a little bit about, but is CERTAINLY not suited for children, is an Electric Barstool Racer. This is a LOT of fun, but you need to be willing to risk the occasional skinned elbow, or chipped tooth, or... I was going to post a link here, but if you google that phrase you will find LOTS of sites.

The reason I suggest this is, these are really just souped-up go-carts or scooters. There are LOTS of websites for parts, plans, photos...
