question to ask.

Is it possible to have 3phase, 4wire system with NGR.

Under 600V system, it is not required to insert NGR. Because-

1. Low earth fault current

2. No sustained earth fault.

3. Easy detection of fault.

4. Easy protection .

Theoratically and Practically possible. But, legally? Depends on which country you are from. If you are from India, it is a strict "no-no". In India, Low Voltage Systems can only be solidly earthed. If you are from US, then, yes! IEEE strongly recommends you to go for NGR Earthing in LV too.
