Black Zinc Plating Processes

What is the purpose of aluminum oxide blasting prior to black zinc plating on 11L17?

My GUESS is that it is a simple, cheap way to remove surface contaminates prior to plating/painting/bonding etc.

To clean the oxide layer off so the surface will plate evenly.

To clear the substrate & produce the anchor points for the coating to be done.
