It is only transient disturbencewhen your CB is switched on to 69 KV bus This is called INITIATION transient (This is double energy transient -ie .electromagnetic and electrostatic energies- which is uni directional and decaying oscillatory current - not a big issue at all - service the CB and keep good contacts
There is really not enough information provided to give anything more than a guess.
My guess would be there is some leakage current (possibly thru the surge arrestor). Have you checked your circuit, equipment and bus for insulation faults that would account for the unexpected leakage current? If not, do this first (chances are this check will narrow down the problem to a specific area or piece of connected equipment).
we have 69kv line one and half system after commissioning through energize the bus 1 our bus 2 we got leakage current at surge arrestor meter not fixed reading and when we checked phaser voltage in pml meter we found unstable phase Angle voltage between phase b and c
