Can anyone explain the commissioning procedures for the MCC (Motor Control Centre) and PMCC (Power Motor control centre) of the 600MW thermal power plant?

Read manuals from the manufacturer carefully and fully, before commissioning. Follow all the instructions religiously. Take specific care about good earthing. Thats all.

I am alarmed that anyone with actual or potential responsibility of commissioning and/or running a plant that large would come to a forum like this for advice! There is a lot of good advice here, but there are no guarantees of the accuracy nor appropriateness of the advice for any given situation. You need to study ONLY under highly qualified instructors for such important information!

I totally agree with you.

OP is not only tempering with the high value equipment and national assets, but also playing with the safety of the people around.

(I guess he is from India... unfortunately)

If you are asking this question, should you be even involved in the comissioning process?
