C licence is a grade in the contractors licence. Grades are A,B and C. each grade has the limitation of the volume of work allowed to tender. C is the highest. Licence is issued by local electricity inspectrate. this is not an International level licence.

Q2. yes, if you are engineer degree holder from recognised university.

Please confirm weather you need information about electrical contractors licence or Electrical Supervisor's licence.

Read the following link and confirm weather your requirements comply with that Government of India circular. If so the necessary required information is available. Go through it and if further clarification is needed can be given.

"C" License is the License given by each Indian State Government's Chief Electrical Inspector to Government (CEIG) to eligible persons authorising them to work on High Voltage Electrical Installations. This is a mandatory requirement as per Rule No. 3 of the Indian Electricity Rules, 1956.

Eligibility conditions are specified by individual CEIG Offices. You may contact them in the respective State CEIG Offices. You can try the following link:

http://www.tnei.tn.gov.in

But, be sure about one thing. If you are a "C" License Holder, it implies that you are fully aware of all the 143 Indian Electricity Rules. But, in practice, even without knowing a single IE Rule, one can get the "C" License in India, just because you fulfill the eligibility conditions (viz.) a certain Degree or Diploma withe a certain years of experience in electrical installations and remitting a certain License Fees.

I had applied for & obtained my "C" License, after 22 years of experience in electrical installations, only and only after ensuring that I am fully aware of most of the IE Rules. Even though I was eligible only after two years of experience.
