They can be the same thing, they can also differ. This is one of those questions that can only be accurately answered by the author using these two phrases.
In some scenarios the difference will be obvious. The layout of a cotyledon will not involve any equipment at all. But the equipment layout to measure the cotyledon's growth will certainly require something to measure this.
In some plant layouts, a station of equipment may just take up a low detail block area of equipment. While the equipment layout for that station will go into the details on the alignment and location of the equipment of each station.
