I would like to know what does SA stands for? fr e.g. SA 210 GrA

"SA" stands for "ASTM A" . For details please refer ASTM standards (American Society for Testing and Materials).

"SA" is the ASME caption for ASTM A; It is not an ASTM prefix per se. My earlier link to another post more fully explains this.
