Sorry but you have not given us enough information. Is the heating mattrex for steam use or for chilling, or may be for cooling.

Please supply more information thank you.

The velocity of fluid, and chemical material in fluid important in selection fluid in shall and tube type exchangers, And corossion proporties between fluid and internal wall of pipe are important. I suggest you read Sadık KAKAÇ' s book. The name of book is Heat Exchangers Selection Rating and Aplications.

There are some very simple procedures for it.

1. In case of water cooled exchangers, normally water is through tubes because it forms scale over a period of time resulting in reduction of heat transfer requiring cleaning. Tube side is much easier to clean.

2. In case of gas and liquid medium, gas is preferably passed through shell because it can flow easily through the baffles of the shell. In case more contact area requied finns on tube OD can be provided which gives better result for gas.

3. Other things being equal. the medium with lower flow rate is passed throuth the tubes.

4. Other things being equal. the medium require more differential temp is passed throuth the tubes.

Always you give incomlete information, so reply you receive will be based on lot of assumtions. Here What type of chilling? Which fluid is chilling which one? At What temperature to what?

In the absence of above information, I can simply say that same procedure will apply.
