Effect of File Name on Data Recovery

This is regarding the names of files and folders we use in windows to identify the matter inside it.

There was discussion on the topic and someone told that it is difficult to recover the files/folders with names which contains special characters such as "-" Dash, "." dot, " " space etc.

But file names which contains "_" underscore can be recovered easliy and is acceptable to other formats.

I would like to know whether above statement is correct? If it is, what is the logic behind the same?

Never heard of such. ASCII is ASCII (or Unicode is Unicode). Maybe I'll get educated along with you, but I say balderdash.
