surge arrestor/voltage surges sizing is based on the insulation coordination study, which helps to determine the size and the location of the surge arrestor. The lighting calculation is based on the rotating sphere and fixed angle method calculation u can refer IEC and IEEE standard for the same.

This is not a question for a discussion board.

The reason I know this? I am currently trying to calculate the proper placement of relocated lightning masts at a existing facility.

It is fairly involved and needs to be done properly, not arbitrarily.

I think it's time you hire an engineer to perform a study for you.

Cheers!
