Firstly, I think you have the proportions wrong. 70% fuel and 30% water is more likely.

It has long been known that the injection of water into diesel and petrol engines can aid combustion, improving both power output and fuel economy. I had always assumed that this would be done with a second set of injection equipment for the water. However, I did come across a system that was being developed in Germany about ten years ago for the aftermarket for diesel cars, which did not need an injection system for the water. I assumed at the time that they had found a means, chemically, of emulsifying the fuel and water. I had not come across ultrasonic emulsification. The following is quite interesting, and shows that it is not a new technology: http://www.rexresearch.com/cottell/cottell.htm

I have heard nothing since of the German system, and have seen nothing recently on water injection generally. Where did you hear about this new prototype?

The water also helps lower the NOx levels I think, by lowering combustion temperature

That might be the Paul Pantone evap system... use exhast gasses to superheat the intake in a vortex.. basicaly he mantains you can then burn anything including water..
