Substation base rating is the rating usually at 55C without any cooling equipment installed. Some subs may have a 65C rating.

I assume that you are referring to the fault current calculations in a substation. If so, in a substation where there are many voltages involved and you need to calculate the fault level at many locations in the network, it is advisbale to convert the various impedances of the network referred to a common base. And, this is called the base value. It can be Base Voltage, Base MVA & base Impedance.
