There is no shortage of manufacturers (especially those who have no knowledge of making magnets) but a scarcity of raw materials like rare earths.

You cannot make them at home without expensive special equipment, expensive raw materials and specialised knowledge.

Neodymium magnets come in many shapes and sizes, but if you cannot find any that are the right size for your application you can get Neodymium magnets custom made into different shapes and with different physical and magnetic properties (but it is expensive).

I guess you watch the video on making homo-polar motor and you wish to make it.I tried it but it didn't worked,I think i selected a wrong magnet.
