Inexpensive, Programmable, IP-Based Camera

I'm looking for something specific for an application where we need a lot of cameras and need to trigger snaps and grabs against external events. (Yes, I know there are a zillion machine vision applications/products and I'm familiar with many of them, but the application doesn't justify the expense.)

Does anyone know of something like this:

- IP-based. Either ethernet or wifi, but preferably not GigE because the infrastructure isn't there

- Preferably has pan/tilt and/or zoom capabilities

- Can be controlled *automatically* via network communications. (I.E. web services, udp, snmp, etc.) Please note, I'm not talking about built-in web servers where you can go and configure the settings of the camera. I want something where I can send it a network "trigger" when I want the picture/video. Much like an electronic "external trigger" on fancier cameras. A standard camera that comes with a "Developers kit" may be good enough.

- Of course, as inexpensive as possible

The combination of pan and zoom is not joinable with the event detection system.

I have two camera's running and they perform well. (also they have megapixel pictures, nice)

Not cheap but if you count all the specials you need for other systems, they are OK (standard IP65, functional till -35°C)

Thanks for the responses. In resonse to #2, yes it is basically a web cam, but the programmability is the key thing missing in most of them.

I did also find this one:

- It has a programmable API downloadable from Panasonic based on CGI scripts.
- It's not wireless, but we don't want it to be for bandwith reasons.
- It's about US$200. Cheaper, I think because not wireless.
- It has good reviews.
