PLS-CADD yes i do here in India. The resources in the net are scarce though.

examples are Powerline website and http://transmissiondesignhub.blogspot.com with also few tutorials on pls cadd and pls pole.

PLS cadd is a great software. luttle internet source yes. Powerline sites is ok. http://transmissiondesignhub.blogspot.com is ok except the tutorials are few.

but uts a good software
