Consult the tyre manufacturer. Some types of tyre tread will be shredded by chains while others benefit from them.

As to cost, it's up to you to look around.

If you look at the picture in doorman's post, that tyre will get shredded in dry conditions.
Now look at the picture in lynlynch's post they are smooth profile, chains suit them.

One other problem comes in to the equation, given the speed off modern dump trucks is the risk of throwing a chain. There's been more than one life lost through a chain failing and going though the cab of the following dump truck.
