Which programming capability should I look for to develop a UGC site using this

Hello, I want to start-up a User Generated Video site, something similar to YouTube, and I want to use the $99 pm package featured at this page, but since I know nothing at all about programming / developing a website, can any developers / programmers tell me what particular type of programmer I should be seeking to build the site for me?

I mean, which program would make the best match for building the site in order to make best use of the Sorenson package?
