Can you tell me what are the parameters in choosing a protection relay for a 11kV system. What calculations do i need? and what kind of protection would i need.

I'd double up on the protection. You never know what you'll be exposed to these days.
There are many things that you should consider the following are some important technical parameters that may help:
1. Protection functions that you need to implement (over-current,earth fault,under- voltage etc...)
2. Input impedance to ensure correct VA rating of the CT is specified
3. Sensitivity of relay
4. Self supervision functionality
5. Input Current/Voltage ratings
6. Supply voltage
