What is the exact diffrence between the diffrential relay & percentage diffrential relay?

Percentage differential is a specific form of differential relay. Most practical differential relay applications (but not all) are percentage diff. See the section on differential relays in chapter 3 of GE's "The Art & Science of Protective Relaying" (free download) for an explanation:
