I believe it is give more suction pressure (head) to the feedwater pumps.

When pumping hot water, cavitation in the pump is often a problem.

Air in a heavier fluid will always rise to the top. Compare the gas in a fizzy drink, the bubbles rise to the top. In a well-built system, all pipes and vessels slope up to allow air to move to the top. And pockets which could trap air are designed-out.
