Under Water Hydraulic Portable Hand Held Motor

Look for suppliers of tools used by commercial divers (and ROVs) for subsea work, (see the grinders and underwater cleaning tool) ... "Barnacle-Busters" are a frequently-used implement ... though ultra high pressure water blasters are preferred for getting down to a surface for inspection purposes:

(It is preferred NOT to use tools that will change the *profile* of the surface to be inspected. High pressure water blasting will not change the profile. Grit blasting is faster and more thorough, but care must be exercised, or damage CAN be done):

Although pneumatic tools can be used (efficiently) in shallower waters, hydraulic tools are the only way to go when working deeper waters [for pnuematics, delivered air must be around 90-100psi OVER the 'bottom-pressure', which is typically depth in feet x .45 lbs]. Be sure to use "eco-friendly" hydraulic fluids for those tools. Leaks are to be expected, over time.
