What was the intended disposal when the RO was planned?

The problems run a little like this. When you retrun the water to recharge, the concentrated TDS will contaminate the aquifer and teh best case scenario is that no-one else relies on this water source. Your feedwater will then continue to increase in contamination until the system is no linger able to cope.
The only "treatment" that I could consider successful is a location where this concentrate replaces the feedwater to a salt farm where the balance of water is also removed and the resulting salt is then sold.
I heard discussion of another plant that was examining feasibility to recover the "chlorine" portion to be onsold to water authorities for treatment plants, but am not aware that this ever proceeded.
