I can name a few good video game engines, but as you posted in the Civil Engineering section I think you mean some sort of design or modeling software.
Not my field, but if you describe your application in more detail someone may be able to help you (there are many drawing programs but they have different uses).
For example what exactly do you want do draw/model, to what detail, and for what purpose?
