High pressure flash tanks are designed for flashing of high pressure with high temperature condensate and divides it into

1 - lower pressure steam which can be used again with low pressure equipments like steam humidifiers, cooking kettles or low pressure heating supply mains.

2 - Low temperature condensate which driven to steam condensate tank

Low pressure flash tanks used to reduce and cool to low-pressure steam before

re-introducing it to the boiler, condensate receiver, or discharge directly into sewer.

what will be happen when is not present

1 - you will lost some amount of energy which recovered by flash tank.

2 - condensate flashing will occurred in cool condensate pipes and and forming a steam pockets. As steam pockets looses its latent heat, It will Vanish. The walls of water comes back together and creating water hammering in condensate pipes.

To avoid the hammering inside the steam/drip/drains lines. that is one of the main resons.
