Basically in Furnace raft (1.0m deep) the external (raft surface) temperature is about 62 deg celcies. To control the temperature effect in foundation the additional reinforcements are provided between the top & bottom mat as a temperature reinforcement.

According to Russian norm this reinforcement is not strong requirement and designer decide in every case.
I think if you want to know how much this reinforcement is work, you must solve difficult problem. And there is not norms (standards) for it in any country.
At least I have done solving the thermal problem for foundation plate (2.5m depth). The maximum temperature in my solution in center of plate is 54 deg of celcies. In fact (with thermometer in plate) maximum temperature is 55 deg (in 3 day age).
I think 62 deg is big temperature and it is probably for cement concentration 400kg/m^3 and more.
If you give me dimension of your plate and cement concentration and kind of cement, I give to you solution of thermal problem for you plate

You need a static thermal solution. It's simple with ANSYS.
I have done this type of problem for concrete column and plate with fire (according to EuroCode2 and Russian standards).
In solution for this problem you receive a field of temperature and field of thermal stress (for elastic material is automatic and for material nonlinearity with user macros). For this stress for elastic material you can take reinforcement stress. I don't know how do it with nonlinear problem.
