More information about the context of this question is required to answer it.

Not sure what more info I should provide. I recently came across these terms in the context of Transmission & Distribution network and would like to know more about it. My background is of a Switchgear design and did not ever heard of N-1 or N-0.

I checked my T&D manual and couldn't find any obvious use of the nomenclature, I can only guess it refers to different states of the network. If you can provide more info then perhaps I can too.

I understand that N-1 network will be deficient in installed resources than normally required. e.g. the system configuration is designed in such a way that one less breaker is installed than ideally required. This saves capital cost.

But this is only brief info. I would like to know more. Searched on iternet but could not get any definitions.

My guess (and it is really a stretch) is that you've stumbled into a system stability/security question where the 0 represents the prefault or steady state operation of the network and the -1 represents the network state after the fault of any single item in it, etc. Try googling on "Power system stability" or "...security" If that isn't your topic then maybe someone else can help.
