wps,pqr and welder performance

to writing a wps, is it necessary toa person to be certified by society or any criteria for it .what will if less educated (not engineers,non graduates)but a experience person in welding arena write it .it is accepted or not .

With regards to writing a Welding Procedure Specification, possibly BUT I think it still has to be approved by a competent person (eg- applicable qualified Engineer and/or welding supervisor) and conform to the relevant standard for the country and application (eg- ASME9). This is especially the case with pressure vessels or other critical welds where quality control is important.

This should be clearly indicated in the applicable welding standard or on a welding society website (with a bit of searching).
