Impact test to be required & Temperature reduction application

Hi all,

Anybody who can help me better understand concerning temperature reduction of Impact test ?

ASME construction such as procuring materials to be impact tested per ASME Code requirement, Please let me know in detail how to understand to decide accept or reject about impact test requirement.
