You, yourself, could be a potential perfect inspector because that is what you want to be.

Except you, no one can help you to be such a person. Working in the field is the only teacher who could help you to achieve that.

But, I am sure. It will not happen in one day or tomorrow.

It depends on what standard your company is following. Read books on Electrical Safety, Hazardous area classification, job safety Analysis, Electrical risk assessment.

You can learn from your senior colleagues. Seek the help of Support Engineers available in your installation. Your oil installation may have a well equipped technical library. Make use of it.

What is the emergency and what information do you seek?

Being a good electrical inspector requires many things. Principal amongst them is in depth knowledge of the codes and standards in effect in your jurisdiction.

Are you an inspector who has authority by way of legislation (you work for the government) or do you work for oil and gas industry clients?

If you work for a government body, you will need to fully understand the legislation that gives you the power to do what it is you do. In that legislation, will more then likely be a reference to the various codes and standards that have been adopted in the jurisdiction.

If you work for private industry, you will still need to know what codes and standards are enforced in the particular jurisdiction by the regulatory authority as well as the additional codes and standards that form the engineering tenets upheld by your employer.

Without knowing what in particular you are looking for... the following is a good place to start...

Sections 10, 18 and 20 of the Canadian Electrical Code.

With further information... there are many here at CR4 who can offer guidelines for you to follow.

I am guessing you are an existing inspector who wants to learn more and become a better inspector, but more about what exactly?

Can you provide more information as we would only be guessing as to what you already know, and even what country and standards you are working to. Specifics would help.

What region of this vast globe are you referring to?
