You can correct the position of the re-bar in one of the following ways:

1. If the concrete has not been poured, simply re-adjust the position of the re-bar and re-secure.

2. If the concrete has been poured, (not so simply) demo the column and start over. This time secure the re-bar within the form so it cannot shift (displace).

Agree with KJK....

Next time, secure all rebar with the appropriate tie wire size, and if permitted by the governing codes, tack weld the bars to one another so that they do not shift during concrete placement.

These type of problem arises due to mistakes done in site like.

1) Not providing proper cover at the top of the column box . check before and after pouring concrete at the top .

2) If plumb is not maintained before and after pouring concrete .So check for plumb before and after.

3)If column marking is not exact .Make sure the column starter is in the right position.

4) If column is disturbed before final setting time . So make sure its not disturbed .

5) If column main bar is not tight together properly by using stirrups and binding wire.

For your problem only solution is to crank the bar from bottom and lap new bar with sufficient lap length. But bending 32mm bar is not so easy .
