What Type of Valve Can I Use?

Dear Friends,

We using FISHER 644 governer valve in the High pressure water injection pump seal system.there is two input for the valve creating the DP across the valve diaphragm.one is from process pump(water injection pump) suction line.and another one is fisher valve discharge line.

we installed one seal oil pot in the process(water injection pump) suction line.when the process pump(water injection pump) is getting shutdown that time line is getting negative pressure and sucking the oil from the seal pot and making pot empty.

for this reason i installed one Non return valve in this line.but its not releasing the exising pressure.

if water injection pump is getting shut down means i need to hold the seal oil meantime with out any pressure in the line.

please help me what type of valves or method i can implement ?
