Yes, but what's the equivalent of "Home Depot" in India?

You can safely forget the concept. In your webcam there are specialised and USB vendor signed chips that convert signal from CCD to data, plus get and send cam control data to USB client. Most (all?) cam vendors don't release the necessary info about how that data should be intepreted, and force you to use their propriatery drivers. Vendors that release some info or their algorythms have been reverse engineered and can possibly utilise generic drivers give only basic functionality, so all-in-one solution is impossible period. Even the adapter that would change the digital signal(USB) to Analog(RCA) will need drivers. The only one that could possibly provide that is the web cam manufacture. As SimpleMind has stated the data is proprietary to the device.

As others have said, there's no way to use the web-cam as a composite video device without a computer. You need a simple camera with composite (RCA) video output. This type of camera is going to need a power source too, the USB web-cam runs off the +5V from the USB connector.

If you have a computer with composite video output, you could install the web-cam on the computer, and use the RCA composite video output on the computers video card (if it has one), and then view that on the TV, but you are not going to find a "USB to RCA" adapter, it's just not that simple.

As other have said you cannot without a computer.

The simplest solution would be to buy another camera which does have an RCA output and can be connected directly to your TV. There are plenty on the market and they are surprisingly inexpensive (even the wireless ones). Just perform an internet search for 'spy camera' or 'miniature pin hole camera'

There is a world of difference between the ease of building a USB peripheral and USB controller. A USB peripheral such as a video interface is fairly easy to build using standard chipsets. However all peripherals including webcams need a host controller before they will do anything. Designing and programming them is a major job which would not be worth the effort and cost even if you already had the skills. As others have said, it would be cheaper to buy a regular camera.
