API 550 Query for Control Cable and High Voltage Cable

Is there any guide written in API for the philosophy of cable crossing (perpendicular to each other) between Electrical Power Cables (more than 240VAC) and Instrument Control Cables (24VDC) in underground? Does the Electrical Power Cables will cross below the Instrument Control Cable or the other way around? Is it applicable for paved and unpaved area?
