why inner flange & middile flange temp difference of turbine is taken a major part before synchro

Casing distortion has to be avoided otherwise contact between rotating and stationary components may occur.

ok sir i know this & is taken as precaution during rolling time, but as i saw in 100 mw siemens turbine given a SLD page in Dcs & in which a temp diff given of inner & middile flenge ,after getting rated RPM & before synch our functional group not relesed till a minimun difference is occure then we synchd..
