Why the expansion is more at IP turbine in thermal power plant compared to other (HP and LP) turbines ??????

Good interview trick question. Answer is that it is not a generalization but instead a function of the overall design of the steam cycle at the plant. For example if this were in an extraction cycle the IP turbine might be designed to provide (extract) process steam to a refinery and less work to the turbine shaft.

It is part of the overall design philosophy of the power plant and is subject to the usual considerations of cost, fuel, local conditions, etc. The designer of the power plant decides how to maximize the amount of energy that can be taken from the fuel and steam flow based upon his customer's requirements.

There's plenty more on Google...
