what equipment to be uses

what are the expected results for effectiveness

what are the rate of lighting arrester for tank farm of capacity of 40,000,000 litres

Correct your spellings as "lightning" otherwise follow advise of TonyS.

As such there are no specified test you have to rely on the adequacy of the design but beaware that heat tracing cables, spark detectors and smoke detectors as well as water jet fire controllers are there in the tank farm that needs to be tested.
