Take the lens cap off.

Check the owners manual. Maybe you need to re-boot.

Have you looked on the internet for help? Like, at the manufacturer's web site?

No model number, camera makers name, no clue.

Software issue?

We really need to know much more about your system in order to give any advise.

Have you ever been able to "see any video"?

Your description of the boot up routine sounds correct.

I am thinking there is a user setup error thus my question regarding ever being able to see any video.

I concur, manufacturer name and model number would be a big help.
