There's not enough information provided by the OP.

Are we talking about structural steel plate or beams, or the re-rolled ends of corrugated metal pipe (CMP)?

Rerolled structures - Example reinforcement steel.

After collecting the scrap reinforcement steel, the process of melting and re-moulding of steel will be done. This is called rerolled structure or rerolled steel.

The property of rerolled structures are not meet with the technical requirement. In reinforcement steel (rerolled one) the composition and chemical properties are not meet with the requirement. Also the dia of steel remain same but section weight should not match.

i agree. many people try to weld reinforcing rod, only to discover that the carbon content of the steel is very high and results in faulty welds. there is a very special technic that must be used to get aneffective weld. reinforcing rods have to meet only one standard. high tensil strengh.
