Shorting link is installed for providing the shorting facility of the CT secondary side before taking the CT load out from the CT circuit for any reason (maintenance or test etc.) while the system is energized. The shorting link is supposed to be installed in the CT secondary circuit before any load applied to the CT. I am not sure what do you mean by 'after CT' and 'before CT' here.

As MSAMAD stated, all CT's need to have a shorting link on the secondary terminals. Once the CT secondary is connected to the burden devices (meters, relays, etc), the shorting links are removed. If the feeder circuit is energized with the CT secondaries open circuited, the voltage will go extremely high across the secondary terminals. An open CT secondary is an extremely hazardous condition; it can severly burn or even electrocute anyone who comes into contact, and it can damage the CT because the voltage rises much higher than the insulation rating of the CT secondary coil.
